It's west - the corpse with the writ is between the Stout Mines and the graveyard (for which Jathil constantly searches) on the far west side of the shire. Look for an inlet in the trees - you should find a body and a chest. The writ is on the body.

The writ is in the south part of the Shire, directly north of the Stout Mines, in a gourd-shaped cul-de-sac near a burned body and a chest.
