I know I have the relic the old lich wants, I recieved this little cross from the fire bridge room. then I went back to the lich to give it to him and nothing happens. is he not supposed to be fighting with Cet? what am I doing wrong???

In theory - you are doing nothing wrong.
Is the relic in the inventory of the character you have interacting with the Lich?
Have you tried to GIVE him the relic?
