I encountered him as I was headed toward the Stout Mine area.

Encountered him at night, in the passage to the west of the charred body that has the writ for the stout mines. Probably not that for from Moni

That was the place!
I remember I had just gotten the writ off the corpse & was headed out to continue "coloring" my map on the way to the mines.
