i cant give him the potion. he wont stand still to talk to, i chase him around he keeps saying to go to toad village which i already did.how can i complete this quest?

By perseverance. Select the character with the potion, and ready it so that you can give it with one click. Then start running after him with the keyboard, while clicking on him with the mouse as soon as you're close enough.
