That is correct. If it's some Wand that you don't care about, such as Magic Missile, you might as well just use up every charge to get the thing out of your Inventory. But if it's some extermely rare, extremely powerful Wand, such as Monster Summoning (especially valuable to Dynaheir, as she can't learn any Conjuration/Summoning spells), the best way to go is to use up every charge but one, then sell it to a merchant--any merchant--and then buy it back, FULLY RECHARGED. Most Wands will have 20 charges when recharged, and some in BG2 go all the way up to 50 charges--YOWza!
To find out how many charges you have left, Save your game, fire the Wand until it disappears, and Reload. Another way is to take the Wand to a store and see how much gold it's worth, then use one charge, and then see how much gold that one charge was worth. In BG2, you need only put the Wand in your Quickslot and go back to the main screen--a little number in the corner of the Quickslot will show the # of charges remaining.
