Can somebody explain me, when a training ist finished. I always wonder if the message "Is currently in training" occurs or not. Has it something to do with leveling ? So make me wiser . Please.

Yep, it has everything to do with leveling. So, once you bump up a level, you'll no longer have that message and will be able to learn a new skill, assuming that you have the money.
