I have been up and down both the left and right tracks but do not see the switches to change the tracks. I need to get to Raskalion.
Are they levers or switches? Someone said you could get to Raskalion through the treasure vault but that didn't work.

The left track (west?) has only one destination. The right track has 2 switch junctions meaning three destinations. This means there are two switching rooms. The first one is accessed from the rom you found the trolley handle in - there is a passage exiting north that circles around to a strange little platform lift. Swapping the switch there gives you access to a different part of the right hand tracks (where on your travels you will find the 2nd switching room).
