Will these two work together, or will the armor cancel out the ability? It's considered medium armor, but has no DEX restrictions.

On a second note, will it cancel out the Ranger's special ability of free "Two Weapon Fighting" and Ambidexterity"?

Chain of Drakkas (and the HoF equivalent) works fine with evasion. It's specifically designed to have all the benefits and none of the liabilities of armor.

I don't know the answer for sure to the second question; I generally don't give this armor to a ranger. I suspect the armor will not cancel the ranger's feats.

I can't confirm or deny since I don't wander around in the explorer; I'm much more concerned with the final product, not how it works. ;)

It seems logical, though.
