How much do feats affect magical item usage?

The reason I ask is that I noticed my Fighter[1]/Stormlord of Talos[9] is using a Shocking Mace (+ d6 electrical damage per hit) and usually getting 1 point of bonus electrical damage from the Scion of Storms feat.

So in using the Chromatic Orb wand, will there be any difference in DC between two mages, one with SF:Evocation and one without? Does the wand have its own unchangeable DC, or does it use the DC of its wielder?

In the pen and paper D&D, wands have their own DC, but I don't know about this game...

Wands and items have their own DC. Which sucks greatly, as some DCs of very powerful wands and items are too too low.
