Has an item editor and/or a spell editor been created for this game? I don't see anything at the TeamBG site, and I really want to edit out a few of the "special effects" for some of the items.

Near Infinity does what you need, although support for IWD2 formats isnt 100% yet.

Ah, yes, well... this is quite embarassing. I have Near Infinity already, but there doesn't seem to be an executable file in the whole archive... or a readme, which means I basically have no idea how to run the thing.

The JAR file (NearInfinity.jar) is the executable.
