It says lets you re-roll against command and charm spells. Is it true? or it effects all mind effecting spells? (such as confusion,hold etc) is it useful??

Well, the Player's Handbook simply says, "an enchantment", so that would apply to any sort of mind control spell. However, they've been rather flexible with the rules in this game, so there's no telling if it would work against something like dominate or mass dominate, or confusion.

I've never taken this one myself. In fact, I usually don't have a rogue anymore; other characters do the search/lockpick/detrap stuff now.
