How many skill points is it recommended that you apply to each of these skills. Does the character(s) that has these skills need to have a charisma 10 or above?

Definitely...there is a distinct difference in your diplomacy rating and the price you pay for goods. Even the spell Eagle's Splendor can save you up to 5-10% on goods. Also, certain conversation paths and items will be denied you unless the person with the conversation has very high charisma and the appropriate skill for the encounter...unfortunately it's not always the same so sometimes you need a max bluff or a max intimidate...although diplomacy is the most common and most useful.

So logically it would make sense for a paladin to be your speaker as he had good charisma with so few skills to choose from but he won't accept rewards. SO that leaves me with a cleric in my intended party. WOuld a 12 charisma with a 12 intelligence plus eagles spendor be enough charisma and enough diplomatic points. When you say very high charisma, what number do you mean?

A sorc would also be a good choice since their main stat is charisma not intellegence

Even better than a sorcerer would be a bard. They're main attribute is charisma, they are good speakers, AND they have a limited spell selection. Also, they have a moderately high wisdom and intellegence for their lore ability.

IMHO I don't think that it matters much (i.e. sorceror or bard). The Sorceror may be most likely to have an ultra high CHA. Bards may be tempted to spread stat points around a bit more evenly.

My sorceror spent all of his skill points evenly on concentration and diplomacy.

Paladins are useful talkers except when it's time to collect the reward. They're also useful talkers because they can sense evil.
