I have version 1.3.5521 that I bought from Electronic's Boutique...the only patch that I found on www.bioware.com for ToSC was a multiplayer patch and Planet Baldur's Gate only talked about version 1.1.something. So do I have the absolute last/latest version of ToSC?

If you got it from bioware, it should be the most up to date "official" patch out there. Don't forget to check in once in a while as they may come up with more patches.
