Because that's not the D&D rules.

My 2 mages are 5th level and they only have a handful of spells, and only 1 3rd level spell. My other mage has an open 3rd level slot. During combat he shoots pidly magic missiles (as the mind effecting spells he has are ineffective against all the undead I'm encountering)

I spend most of the combat running my mages around to keep them from getting killed.

Nope, you need to learn spells from scrolls. If you don't have many spells, pay a visit to Orick in Kuldahar to buy some.

Orick...Where is he?

There is the store by the druid, there is the blacksmith, the alchemist, than the tavern, the monk and cleric order and the Inn. I can't find anyone in there that sells magic scrolls.

There is one building that is locked and can't be opened by spells,lockpick or force.

</font>[/QUOTE]From the place you enter the town in the west go north you'll get to Orricks tower (check map in the manual). The path is difficult to see because of the tree roots. Orricks items change as the game progresses so be sure to visit regularly. If youre already late in the game you mightve missed one nice item or two.
The locked place can only be opened if you have the HoW expansion.

IWD does a very poor job at handing out spell scrolls in the earlier parts of the game. I belive installing HoW adds alot of useful scroll to Orricks stock.
