I hear a lot about a thief whose name starts with s is this only in totsc? Also, you know that kid who gives u the dog treat and asks you to find his dog WHERE IS IT!!!!

I don't know about the theif, but the dog is on the same map as the kid who gave you the treat. Be aware that if you've explored the map BEFORE speaking to the child you may have inadvertantly killed his dog as it would have attacked you.

the dog is in the upper right corner of the map. (area south of Nashkel)
