I just got to the fourth level of Dragons Eye and I'm out of arrows for my Ranger!! (Not good times) What's my best bet? Go all the way back to Kuldahar? Or is there something better?

Kuldahar is your only option at that stage of the game. :(

If you've finished lvl 4 you can continue - you can pick up arrows from yuan-ti archers (there's also a few of them on lvl4)

You could do as Ar-Cunin suggest but it will be a little tougher. It will be easier if you have arrows so the easiest, and safest route would be to go to Kuldahar to replentish, rest, and sell. Than again I am one of those who make frequent trips to sell things that I plunder, guess I play more of a merchant adventurer.

or better yet if you have low level conjuration spells and a good one is Animate Dead (cleric) it will summon most of the time about 4 archers, just kill them and take their arrows.
