Hi, I installed the bgtosc_us.exe North American patch before playing TOSC, yet I seem to have found a bad bug that is killing my game.

On the Balduran's (werewolf) island, I've found the spellbook that the wizard Dradeel asked for. Despite clearly having the book in my inventory, I can't get him to accept it. He keeps asking me to find the book, as if I haven't really completed the quest. Since Dradeel needs the spellbook to let me off the island, this is effectively blocking me from playing the game any further. I'm not aware of a way to get off the island without Dradeel.

Also, there are two NPCs in the area near Dradell who can never start their conversations with me. They just keep repeating their opening line over and over. I can work around them, but I don't know if this is related to the Dradeel bug or not.

Has anyone seen this problem before and know of a workaround? Thanks in advance!

It sounds like your DIALOG.TLK file is corrupted, with the result that nobody says what they're supposed to. You probably need to download a patch to fix it. I never had that problem, so I don't know where to go for a patch, but I'm sure somebody here does--probably BaldurDash or some such place.
