I can't get across the bridge in the south west part of the Wyrms tooth map
every time my i get up to it it says that the bridge is to unstable and may colapse at any time. so how do i get over it?

There's an engineering book in the room under the frozen acquarium. Talk to one of the named guy. If they have already fled, the book is on the ground.

I just did this part today but when I talked to the guy with the book he wouldn't give it to me. I'm quite sure I asked him everything I could ask him but still he wouldn't give me the book. However after they left I could get the book from the floor. Is he supposed to give you the book or is it supposed that you should pick up the book from the floor when they leave?
I mean if he was supposed to give me the book but didn't, it must have been some kind of bug, or?

No to obtain the book you must first free the slaves that way he will leave it.
But as always, This is just my opinion I could be wrong.

I managed to obtain the book talking to the guy. I mean the guy on the left, not the one by the table on the right. However it doesn't really matter for the purpose of the quest.
