I know who to give the necklace too. Just not where to find him. I've looked everywhere. Could somebody help me with this the first time I played I just skipped the quest when I could not find him but this time I would like to complete it.

He should stand on the bridge where the yeti's where or in just west of there...he's named "frightened townsperson"

Yes, if you don't talk to him after the battle with the two yetis that invade the town, he stays near the bridge. But if you do talk to him, he moves to stand in front of the potter's house.
