I just started playing Throne of Bhaal. I am going though the, I think, Watch Tower and I got to the second level and am trying to free this demon and have to find these scepters. I can't find them anywhere. I turned on the giant fan and went into the slime room but the ice and fire parts are locked. Anyone know where the keys and scepters are?

Anyway, inside the slime room, did you kill the giant serpent? Either on its body or in the giant vat of slime in the middle of the room, is the Slime Scepter. This will open more of the doors, like the one to the Ice room. The new scepters are usually found on the boss of each room.
Slime: Giant Snake (Kill by using fan to blow slime gas from room)
Ice: Ice Golem (Kill by blowing slime gas into the ice room, then attacking)
Fire: Fire Giant (Kill by luring fire elementals into the Ice Room so they freeze, then attacking Fire Giant)

If you made sure to get the Flail of Ages from the De' Arnise Hold in the Shadows of Amn game, it has three heads hidden inside the keep which can be molded together into a very nice +3 flail. Once you start ToB there are two extra hidden heads, an electric head and a poison head. Those can be added by a friend of yours which is easy to find in ToB. Those additions make the flail +5.

Of course, if you don't have the Flail, both heads are useless... I can't remember if the Bag of Holding new ToB chars get includes the Flail, though.

How do you bring the flail over to TOB? Do you just have it on your imported character? Minsc in my party uses it. If I put it on my character, a half elf mage woman named Aradia, and it will go there?

If you are in SoA still, and any of your party members has it on them or in a bag they have when you beat the game, all your equipment continues with you into ToB. If you are just starting a new game from ToB without playing SoA first, it may or may not be on you. If you exported your character during a time when the flail was in your possession of the character you exported, depending on your settings, it may load with your character. I would recommend just playing through SoA, grabbing the flail along the way, and just head straight into ToB. Good luck,
