i beat SOA, and now i started TOB, and am in the pockeyt plain. when do i go to watchers keep? i hear you can get their in SOA but i already beat it and dont have a save game from earlier.

I assume you are still settling into your new 'home' after the intro sequence & fight of ToB.
You'll need to complete a trial, iirc, then you'll be allowed to exit the pocket plane.
You are given only one destination, which is the city under siege by Gromnir (can't remember the name of the city - Saradush?).
You'll be stuck in the city for a little while until you do what needs to be done there. Once you've completed that part, you'll be allowed to access the world map, and you can travel to Watcher's Keep from there - it's located in the NW part of the map.
If you were still in SoA, WK would be at the SW part of the SoA map.

You can't beat Watcher's Keep twice. ;) If you have completed it already in SoA, then it will be completed in ToB. The status of Watcher's Keep is kept when you transit from SoA to ToB.

... you can re-visit Watcher's Keep after you find a way out of Saradush, which is a city you enter after you find a way to exit the Pocket Plane.

I went through ToB and started a new game in SoA, and I am in watchers keep and I cant find the staff for getting through the portal after the guy with the deck of many things, I have all the gems but cant find the staff........Please Spoil.........

Yakman's Tent.
