I found an item in the prisons of Saradush called "rusted amulet." What the heck do I do with it / should I have done with it? I am now way past that, in the Oasis.

I think you should have given it to a spirit in that prison, along with some other items. Don't recall much detail of this off the top of my head, but it's a very small side quest, and you haven't missed much I believe.

That's right. You may recall seeing a spirit looking like a beggar in the prisons. If you take holy water, the amulet and a skull you find there and put them all on a bed in one of the cells you can put the spirit at ease and be rewarded with an ion stone (If I recall correctly)

To be a little more specific it is the bronze ioun stone that is used to forge the upgraded cicòet of Netheril

Ohhhh.... I was wondering where that second item for the Circlet of Netheril was. Hmm... I don't think I ever found the skull, either. Well, I am replaying the game with a male paladin (before I was an elven female kensai), so maybe I'll pick it up this time through. Thanks for the help!
