In BG2 it is just based on a timer.

Is the new romance scripts based on Story progression? At least it seems like it.

Hi, James X Welcome to IW. No, in TOB the romances are event-based, usually after you leave the Pocket Plane for some reason. The final Lovetalk occurs right before you go into the final batle. Viconia's, at any rate, will break your heart.
