Does TOB take place after SOA or in the middle like HOW does with IWD?

ToB has an add-on dungeon "Watcher's Keep", this can be played during SoA or after you finish the game and start ToB

AND
A follow on part (ToB) that you can only play after SoA which has a number of new areas etc
