Uhmm I missed it
Done Watcher's Keep and never saw this
It's on level 1 right? after you kill the statue's?
Well I never saw it, I even went back and searched around the floor
It just ain't there !!

Is that the right place?

And what exactly is it (type of weapon)

Foebane +3 is a bastard sword. Looted from the statue in watcher's keep lvl. 1.
