The only way to leave the city is to enter your pocket plane with the special ability!

If you mean the countess, she is in the military headquaters

You can't get out of the city until you deal with the chief bad guy in Saradush (Gromnir).
The pocket plane ability just transports you to a safe haven, it doesn't give you the option to travel about. When you exit the pocket plane you'll end up at the same location where you left off.

You go back to her house, speak with her, get a reward (and reputation??(not sure about that)). Then you have, like Hayashi said before, kick Gromnir's a*s

after you beat gromnir you get the option to go to several different areas.
