How do I get in there, Im out the sewers, but if i want to lock pic the door, it sais that theres nobody home, what to do?

You must first enter the Militia Headquarters at the top of Saradush where you will see a case under investigation. After you leave, Kiser will have returned home and another mini quest begins....
