I asked the spirit of Fate to bring Nalia to me and I find that she no longer knows most of the spells she had already learned. Is this normal.. Do I haveto buy them all over again..?

I think this is normal and it is an excellent reason to use Shadow Keeper (equipment as well). (Obviously though this is if you didn't simply import all of your NPC's as your last game to where you didn't have to "call them".)

Well if you dont want to cheat (no offense to the post above). You will find a boat load of stuff to sell in the game so just sell it and buy any scroll you want from the person that sells them

You barely have to work for money in TOB. Everyone and their grandmother's arse are carying a +3 or better weapon or armor. It's kind of bad in that there really isn't much to buy after you reach TOB if you have played all the way through BGII.
