I just completed SoA last night and have now started in the initial area in ToB.

Is there a place in ToB where there are always merchants that I could sell to and buy stuff like potions and scrolls? In SoA for instance I made the Copper Coronet my base of operations, keeping my stash of hard-won goodies in a chest in the inn and selling unwanted stuff to Bernard. Is there a place in ToB I could make as my base. I realise the Pocket plane can be used to keep stash, but how about selling unwannted stuff, and buying potions & scrolls?

There's the inn in Sardush. There's also the arcana archives which sells scrolls and potions, after you help him out. There's also a merchant in the wilderness who sells some pretty cheap stuff. Just don't expect them to be available the whole game.
