Does anyone know whether an editor for Throne of Bhaal been released, similar to Shadowkeeper maybe?

Well I have had success using the latest shadowkeeper for TOB.. Just go there and download it friend!

Shadowkeeper is the one you use, make sure you have the latest one (v.2.1.4) as earlier ones might not interface with ToB properly.
