I do believe the "black npc w/ white hair" you're talking about is Sarevok. His skin is dark and he does have white hair, if I remember correctly. If you met him towards the very beginning of ToB then that's him.

And, I would suggest picking him up.

I BELEIVE you can make your hair the same color as your skin. but dont hold me to that, cuz i havent really checked. But that'd be closer to what you want.

well you can, but the exact shade is hardly in both the hair and skin... i tried to give my Cleric/Mage dark green skin and hair (he has antannae, not hair. HES A NAMEK! yes i know im a dbz freak...) and it looked retarded cuz i cant get both with the exact shade...
