I can't get to the houses on the northern end of Amkethran. How do you get past those mountains? I know this is a dumb question, but I can't do the Balthazar quest because of it.

Are you talking about the houses in the NE corner? If so then you have to go into a little house on the right hand (E) side and then climb up a ladder onto the roof. This will allow access to the houses on top.
