I had to uninstall ToB / SoA because of difficulties importing specialist mages from BG1. Im ready to re-install ToB. Does ToB include all previous SoA patches? I know the newest SoA patch has all of the old fixes, and newer fixes for Win2k users ( which I dont use ). I guess im just trying to figure out which order to install patches and ToB in.

Can't really help, but here's what I did.

Actually you can install the SoA patch on ToB, because ToB is just an addon.

According to the Bioware site, you don't need to reinstall any SOA patches before installing TOB - as the fixes are included in TOB. If you already have the SOA patch installed, the TOB files will just write over the patch files.
