how do i fill up the breathe tube thing after draconis?

Weasel72, welcome to the forum!

To fill up the tube swim down water tonnel (the only one of them that is available for you now) and you'll find yourself in the small room with something looking like water reservoir in the corner. Click on reservoir - this will fill up the tube.
