So, my char is at 40th level, and i was so bored that i exported him and started SoA over again. Anyway, does the experience cap remover patch let him go above 40th level, and if so, does leveling still increase stats and special abilities?

Your abilities will stop at the 8m XP point. If you use a cap remover you will still gain HP but that's about it.
