Can you upgrade stuff from watchers keep at Cromwell's in the docks district?

Not to worry, Cespanar, (the imp you found in the pocket plane) will be your impsh forger. Cromwell would be puzzled of the advanced smithing he had to do, and probably would say no.

I don't think so. I know for a fact that Cespanar can't upgrade items that Cromwell was supposed to. My friend had all the pieces to the Equalizer, but never had them forged. He tried to get Cespanar to do it, but he wouldn't.

From what I understand, the dwarven Smith does not exist in TOB. SOA and TOB are two seperate games, that only overlap on the Watchers Tower. So, once you start TOB, the SOA world, and everything in it, is gone.
