Has anyone else noticed a decrease in the amount of melee damage being done?

My fighter has a girdle of fire giant strenth, which sets strength to 22 which gives +10 to damage.

He is a grandmaster in the two-handed sword which gives +3 to damage.

He is using the SoulReaver which has +4 to damage.

That added up alone is +17 damage ... and on some monsters im doing less than 17 points on damage. I whirlwinded one monster and did a string of 17's and 18's with one 19, which meant I would have had to be rolling 0's, 1's and 2's for about every hit.

Do some monsters just have a type of damage resistance now, like the Demi-Lich from SoA did?

Yes and some of them have a bunch of hitpoints and regeneration laughing at you doing 1 to 4 damage a hit.

iirc, whirlwind gives many attacks but makes each attack less powerful, try using greater whirlwind instead.

Many have some measure of melee resistance, esp. dragons. There are a lot of resistances in the monsters in ToB. Checked with Shadowkeeper.
