I'm almost 100% sure that particular ring in Deirex' tower is the Ring of Clumsiness, which has nothing good about it except that it reduces your dex by 1/2. That ring is gold with a purple thing in the middle. The Ring of Folly is found also in the Underdark, but located in the svirneblin encampment. As you go south to the plank that grants you access to the two rooms in the encampment, go east instead of west. Somewhere along there should be the Ring of Folly, which reduces your wisdom. This ring is silver with a little open space where a gem should be. Hope that helps.

You can get another from the trademeet genies, threaten them then tell them you'll do nothing, they'll give you the ring as reward.

Just tested that out, that is freaking awesome! But what use is it? Once I put it on, the feeblemind takes over and I can't do anything.

Just out of interest, why do you want this ring?

To summon vampires from a limited wish with an evil cleric/mage I would guess.

no, you need low wisdom for that, but I can't do anything when I am using the ring since it IS a feeblemind spell.

I see. Nevertheless I think that was the intention. What about cursed scrolls of foolishness for the purpose then?
