I've never played using a mod before but decided to try out the Kelsey mod. I do have a question. When and where does Kelsey appear? So far, all I've done is get out of the dungeon and done the circus quest.

he is in the government district, near firecam estate...but this is also stated in the kelsey readme.
i personally find kelsey a bit annoying but damn effective
