I was headed to waukeen's promenade to sell the spoils of war, when Korgan started saying somthing like, "HA! A good story, gnome." Or somthing of that effect, and he goes on to talk about how the gnome (Jan, of course) was too short, and had a pointy beard and a funny looking nose or somthing. The strange part is that this little bit of monologue ran entirely by itself. Jan never even says anything in response, and there were no allusions to the story Korgan claims to have heard. Is this a scripted setup, or a bug?

korgan is chaotic evil Jan is chaotic neutral. There bound to have some fights ;)

was Jan even in your party at that time?
anyway it seems like a ignorable bug to me.

Yeah Jan was in the party. I was just suprised that he didn't SAY anything. Jan Jansen: Speechless. Who'd a thought it?

Happened to me that time when I entered Keldorn's mansion, the guy just stood there doing nothing until the silence wore off...

I agree. Perhaps Jan invented a story, but tried it out on Korgan first, before sharing it with everyone else. After all, you as a PC can't be expected to overhear ALL of the conversation between your party members, can you?

Or, Korgan has really "long wires" and only now, a week later, replied to one of Jan's stories, after he finally understood it.
