look at the filename (the ALLCAPS part) the ones starting with SPWI are the standard wizard spells, the others are quest or cutscene related. For Dispel Magic there's two with that filename but one (see description) is just visual candy for the mislead image.

why is there 5 dispel magic? do they dispell different macigs xD

they are for cutscenes, quests, etc.
for example there are spell versions of Finger of Death or Power Word Kill for the cutscenes where Irenicus kills some Cowleds. These do not allow saves, magic resistance,... because it would be plot-stopping if a cowled made his save in a cutscene. Some spells don't have an effect but only an animation again to provide pretty looks in a cutscene while the effects are scripted.
Some spells (earthquake in the underdark) are needed for quests and have very specific effects you never need afterwards,...

Dispel magic is SPWI3xx, since it's a third level spell.

Are these "no-save" spells memorizable if you cheat them into your spellbook? Ehh...a cheating powergaming friend of wants to know...yeah thats right...:)
