what do you mean? you mean you did do the quest but never met Edwin?

If you do the quest for Renal Bloodscalp (theguy in the upper level of the shadow thief HQ) you'll eventually run into Edwin (who should be on the upmost level of MaeVar's guildhall).

If you already knew that and Edwin is missing for the first time in your game then you either have
+ a bug
+ done something insufficiently about the quest
.
If you are really desperate you can CLUA him in (his code is Edwin7 with 7 being his current lvl 7/9/11/12/13 are valid).
This can however cause problems with the quest dialogues if they have not been absolved.

Talk to Renal Bloodscalp at the Shadow Thief HQ's second floor and you should be given some papers which should be taken to the fat guy at inside Maevar's guild. You need to do a mission for MaeVar and then way he will direct you to Edwin. He's on the upper floor.
