I used Capkill, which I think is available through this site. If you ran Capkill before you installed ToSC, the install may have put the cap back on.

(I removed the cap not because it existed in the first place, but because it's too damn low. In ONE game of BG1, without ToSC, each of my 6 party members earned about 165,000 XP. And the XP cap is only 89,000? That bites. What they SHOULD have done is count up ALL the experience you could possibly get (kills and quests), divide that by 6, and have the XP cap a little bit lower than that. So the only ways you could even hit the cap would be to kill EVERYTHING, or use the same guy in a new game, and BioWare STILL knows how tough to make the monsters in BG2. Who would complain?)
