I am making an Evil NRP party. Can Viccy charmes a Lich? Evil Clerics can charm Undead,so Liches come with the package correct?

Yes Viccy can use turn undead to gain control of a lich. You need to be a very high level though, can't remember what level though...

It depends on the Lich. It will be a bit harder with K.
