Does anyone know the address to the site that has a patch that fix this bug, if you do pleas tell me, i would really appreciate it.

Did you check the Forum FAQ for the latest patches and fixes?If so i assume you Dialogue.TLK file is corrupted

I think he speaks of the WinXP problem, where the player cannot innitiate dialogs with NPCs at random.
Official patch solves that, and as Xen said, check the forum FAQ.
