I have just installed TDD, And I went to the govourment destrict to pick up kelsy, and he isnt there...Do I have to install kelsy and Sola after TDD?

Kelsey and Solaufein are not included in TDD. They are seperated mods.

Actually..I used Clua console to get Sola(start catsing fire and birmstone to me)

I could wait to get Sola so I cheated the lowest level one...and I want to do a full romance with him, so the earlier the best.
