Does anyone know if a fallen paladin can gain the weapon specializations that are available to fighters? (i.e. 3 or 4 proficency stars)

I'm sure you get the normal fighter abilities after you become a fallen paladin. This includes 3 or 4 proficiency stars too. But I'm not 100% on this.

To expand on this. If you become fallen and get a 3rd or 4th proficincy in a weapon type and become unfallen (cough, BG2, cough), will you keep those proficincies ? I'll have to try that one.
