It can be found in the Underwater city (Sahuagin) (that fish town you enter after the Incurision with the Githyanki on sea)... A priest wears it...

Don't use Irenicus portal and you will get there, otherwise you will miss it. When you are 'there' it's in the lower half of the map, towards the middle. You will find it on a Saughin priest who isnt all that tough [img]smile.gif[/img]
