I was reading Rataxes fight agenst Improved Irenicus and she set up Time stop traps and read time stop scrolls is that a mod

and

where can i find alot of mods ?

The Improved Irenicus fight is a part of the Tactics Mod, Time Stop traps and the ability to read mage scrolls, are Thief High Level Abilities (HLA's) and those can be found in the official expansion pack Throne of Bhaal

To answer your second question, this place has all the mods you'll ever need.
