ok, I have searched through the entire (or so I think) bridge district, but but but I can't find those damn fallen paladins anywhere.... where are they?

The Fallen Paladins are to the left of the Main Entrance, behind Balthis Estate.

They should be just standing behind Balthis Estate, confronting a rival group. If not, somethings gone wrong in your game.

Just a point of clarification - your party would turn left after entering the Bridge District, but the location is actually in the upper right hand corner of your screen.
